The Relay Rod is also called a Drag Link, and connects the pitman arm at the steering box to the steering knuckle on the opposite side. Relay rod ends are sometimes called outer tie rod ends or drag link ends.

The Tie Rod connects the steering knuckles together. Tie rod ends are also called inner tie rod ends.
